Federal officials say arrests were down 28 percent for the month in a sign that Mexico’s new enforcement tactics -- spurred by President Trump -- are working. Apprehensions typically dip in the hotter months, but June’s decline was much steeper than the prior June, which had an 11 percent drop-off. Other diplomats told the New York Times it “could have been any of us” who wrote those cables.
